ORC Training’s instructors are subject matter experts in appraisal, acquisition and relocation assistance. They have a broad range of experience working with and for federal agencies, state transportation departments, aviation authorities, transit agencies, and local public agencies.
These instructors combine their expertise and experience into a challenging, interactive learning environment for participants.

Lisa Barnes, SR/WA, R/W-RAC is the Vice-President of ORC Training, LLC, an affiliate of O. R. Colan Associates (ORC), where she develops internal and external training for the company. Ms. Barnes was recognized as an Instructor of Excellence by the National Highway Institute in 2009. She has over 20 years experience in work under the Uniform Act, and began her career with the Florida Department of Transportation in the areas of land acquisition, relocation assistance, eminent domain and property management.
Ms. Barnes is a co-developer of the new NHI right of way course for Local Public Agencies as well as NHI’s three relocation courses. Lisa’s style of training emphasizes the practical application of Federal, State and local rules and procedures that are used throughout the nation.

Bob Merryman began his right of way career with Missouri Highways and in 1978 joined O.R. Colan Associates. He was named an Instructor of Excellence by the National Highway Institute in both 2007 and 2009. Mr. Merryman is a Certified Appraiser in the State of Missouri and has more than 30 years of experience in acquisition and relocation work under the Uniform Act.
Mr. Merryman is the co-developer of the new National Highway Institute right of way course for Local Public Agencies. He has also developed and instructed courses for the Environmental Protection Agency, National Park Service, Federal Aviation Administration, National Transit Institute and the National Highway Institute. His training style emphasizes engagement of the participants to maximize the learning process.

Ted Pluta has been recognized as an Instructor of Excellence by the National Highway Institute in 2007, 2008, and 2009. Mr. Pluta began his right of way career with the Florida Department of Transportation and just celebrated his 25th anniversary with ORC.
Mr. Pluta has managed projects with FHWA funding, FAA funding and a variety of state programs and Local Public Agency programs including highway expansions and water management programs. Ted’s style of training engages the practical application of Federal, State and LPA rules and procedures that are actively used on assorted programs throughout the nation.

Richard Moeller has over 40 years’ experience in real estate appraisal, appraisal review of all types of property for right of way acquisition for federally assisted highway, transit, and environmental programs.
Prior to retirement from FHWA, Richard served as the Real Estate Program Manager for the Federal Highway Administration (FHWA) for 30+, with approximately 10 years of that service as the agency’s Chief Appraiser.

Robert Kleinburd was employed by the Federal Highway Administration (FHWA) for over thirty-eight years, primarily in the areas of Right of Way and Environment. He had permanent assignments in four FHWA Division Offices, as well as the Headquarters Office. As a Division Right of Way Officer, Robert participated in all phases of Right of Way activity. |
